South Pacific Fisheries Development
Project to promote the development of South Pacific Island fisheries. The A.I.D. Regional Development Office/South Pacific (RDO) will manage the project, which will fund subprojects (SP's) through (1) direct grants to host countries; (2) grants to regional institutions, such as the Forum Fisheries Agency, to help smaller island nations manage SP's; and (3) grants to other institutions, such as University of the South Pacific, for training SP's. Outputs will be diverse due to the country-specific nature of the region's fisheries sector in terms of technologies employed, sociocultural characteristics, the resource base, and government policies, and due to the as yet undefined nature of the individual SP's. Priority will be given, however, to five areas: (1) training, including long-term training for management personnel and shorter training for technical and extension staff (most SP's will have a training component; some will focus on training); (2) improved infrastructure for fisheries production, processing, and marketing (e.g., boats, repair slips, docks, refrigeration facilities); (3) equipment and supplies needed by (mainly) small-scale producers (e.g., fishery gear, navigation equipment), and microcomputers to enhance on-shore research and management; (4) research, studies, and monitoring surveys on such subjects as fishery location, production potential and use rates, species migration patterns, and processing and marketing feasibility (this component will also help fund improved data collection/analysis systems, hydrographic surveys, information exchanges, and extraregional research collaboration); and (5) support for private sector efforts to develop U.S. markets for fish products. The project will help to maintain a meaningful U.S. presence in the South Pacific and to revive good will toward the United States, which is currently declining throughout the area. Amendment of 9/27/90 extends project 2 years to 12/92 and authorizes additional funding for continued support of the South Pacific Commission's Tuna and Billfish Assessment Program, an evaluation of A.I.D.'s fisheries development activities in the region, and support for the RDO fisheries advisor.
