Inland Fisheries Development
10/1/76 - 10/1/77. OVERALL PROJECT MADE BETTER THAN SATISFACTORY PROGRESS IN UPGRADING INSTITUTIONAL CAPABILITY OF FISHERIES DIVISION OF THE MINISTRY OF AGRICULTURE. MOST IMPORTANT PROBLEMS ENCOUNTERED WERE THE LACK OF FINGERLINGS AND IMPORT RESTRICTIONS ON COMMODITIES WHICH CAUSED A 5-MONTH DELAY IN PROJECT IMPLEMENTATION. ALSO CONTRACT ADVISOR ARRIVED LATE AND DELIVERY OF PROJECT VEHICLES WAS DELAYED BY CHANGE IN MODEL YEARS AND A DOCK WORKERS STRIKE IN THE US. ON POSITIVE SIDE, INLAND FISHERIES GROUP ALREADY HAS MORE TRAINED STAFF ON BOARD THAN ANTICIPATED (33 RATHER THAN 21 AS ORIGINALLY PLANNED). POND SURVEY REVEALED THAT OF 1,091 PONDS, 676 WERE DRY AND ONLY 166 WERE POTENTIALLY SUITABLE FOR FISH CULTURE. RENOVATION OF TWICKENHAM PARK FISHERIES FACILITY IS NEARING COMPLETION. A COURSE IN FISH CULTURE WAS INITIATED AT JAMAICAN SCHOOL OF AGRICULTURE, JIDC (JAMAICAN INDUSTRIAL DEVELOPMENT CORP) HAS NOT YET CONSTRUCTED ITS FISH PRODUCTION FACILITY. JIDC'S INTERNAL PROBLEMS CONTINUE TO DELAY ITS INPUTS AND USAID/J MAY ELIMINATE THIS PORTION OF THE PROJECT. TECHNICAL ADVISOR CORRECTLY CONCENTRATED PROJECT RESOURCES AND HIS EFFORTS ON STRENGTHENING HUMAN RESOURCES BASE BEFORE INITIATING THE EXTENSION PROGRAM. THREE PEACE CORPS VOLUNTEERS WERE ASSIGNED TO THE PROJECT. THEY HAVE PERFORMED WELL, ALTHOUGH 1 RESIGNED DUE TO MISUNDERSTANDING AS TO HIS ROLE AND THE PROJECT'S NATURE. FOLLOW-ON PROJECT WILL BE DESIGNED CONSISTING OF A MAJOR EXTENSION EFFORT TO INCREASE INLAND FISH PRODUCTION. EVALUATION NOTES THAT ACHIEVEMENT OF PROJECT PURPOSE IS TAKING LONGER THAN CONTEMPLATED DESPITE HIGHLY ENTHUSIASTIC TECHNICIANS.
