Inland Fisheries Development: Project Evaluation Summary
SECOND ANNUAL PROJECT EVALUATION SUMMARY EVALUATES USAID-FUNDED INLAND FISHERIES DEVELOPMENT PROJ IN JAMAICA THROUGH NOV 1978. PROJ DESIGNED TO CREATE WITHIN JAMAICAN MINISTRY OF AGRICULTURE (MOA) THE INSTITUTIONAL CAPABILITY TO SUPPORT A FRESH-WATER FISHERIES PROGRAM, CONTRIBUTING TO INCREASED IN-COUNTRY PROTEIN PRODUCTION, AN IMPROVEMENT IN THE COUNTRY'S BALANCE OF PAYMENTS, INCREASED EMPLOYMENT, AND AN INCREASE IN PARTIICIPATING FARMERS' INCOME. PES BASED ON DISCUSSIONS WITH MOA OFFICIALS, PROJECT SITE VISITS, AND THOROUGH REVIEW OF PROJ DOCUMENTS AND MONTHLY REPORTS. EVAL AFFIRMS BETTER THAN SATISFACTORY PROGRESS IN MEETING PROJ GOALS,PARTICULARLY IN INFRASTRUCTURE DEVELOPMENT. FACILITIES AT TWICKENHAM PARK AND MITCHELL TOWN HAVE BEEN UPGRADED AND THEIR PRODUCTION CAPACITIES EXPANDED. GOJ-SUPPORTED NEW CONSTRUCTION INCLUDING ADDITIONAL RESEARCH LABS HAS EXCEEDED THAT PROJECTED IN PROJECT PAPER. A THIRD FACILITY INLAND AT FERRIS CROSS HAS NOT YET BEEN RENOVATED DUE TO GOVT BUDGETARY CONSTRAINTS; IT IS INCLUDED IN 1979/80 GOJ BUDGET. A REORGANIZATION OF PROJ ADMIN FROM THE MARINE FISHERIES DIV INTO THE MOA'S PRODUCTION UNIT HAS PROVEN EXTREMELY BENEFICIAL IN MAKING CROP LIEN-FUNDING READILY AVAILABLE TO SMALL FARMERS INTERESTED IN BUILDING & STOCKING FISH PONDS,IN PROVIDNG DIRECT LIAISON WITH THE UNIT'S EXTENSION SERVICES,AND IN PROVIDING PROJ WITH ADDITIONAL FUNDED POSITIONS & ADMIN BACK-UP SUPPORT. OVER ONE MILLION FINGERLINGS HAVE BEEN PRODUCED AND 42 SMALL & MEDIUM-SIZED FARMERS ARE THUS FAR PARTICIPATING. THEIR FARM PONDS ARE BEING USED TO DETERMINE COST/YIELD RATIOS FOR FISH PRODUCTION UNDER FIELD CONDITIONS. PRELIMINARY RESULTS POINT TO INCREASES IN INCOME AND PROTEIN PRODUCTION. FUTURE EMPHASIS TO BE IN RESEARCH AREA. SHORT-TERM TRNG GOALS HAVE BEEN EXCEEDED,BUT LONG-TERM GOALS MAY NOT BE MET AS PARTICIPANT BEING TRAINED TO MANAGE FERRIS CROSS FACILITY WILL LIKELY NOT RETURN. AUBURN UNIV HAS INTRODUCED GRASS CARP & NILE PERCH SPECIES;WILL INTRODUCE COMMON CARP IN SPRING 1979. SOME TIME LOST DUE TO USAID-CAUSED DELAYS IN PROVIDING LONG-TERM AQUACULTURE EXTENSION ADVISOR,BUT ADVISOR IS NOW ON BOARD.
