Project Grant Agreement Between the Republic of Indonesia and the United States of America for Fisheries Research and Development
Project to establish fisheries research programs at Indonesia's Agency for Agricultural Research and Development (AARD) institutes and key universities and to establish a national fisheries research agenda. The project will be implemented by AARD and the Directorate General of Higher Education. The project has 3 main research aims. (1) Freshwater fish culture technologies related to fish nutrition, broodstock quality, and fry production will be developed and tested, primarily in Bogor (Java) and Palembang (South Sumatra). Faculty from the Institute of Pertanian Bogor (IPB) and the University of Riau will participate. (2) Brackish water research focused on milkfish and shrimp production management, water quality, and bacterial contamination of fish products will be conducted in South Sulawesi by AARD's Research Institute of Coastal Aquaculture and the University of Hasanuddin (UNHAS). (3) To address marine fisheries' production and processing in Eastern Indonesia, economic techniques for developing a data base for yield management in marine fisheries will be tested, and the technologies and facilities needed to decrease processing and marketing costs will be improved. The new Fisheries Faculty at the University of Pattimura will participate in research and train Directorate General of Fisheries personnel in Maluku and Irian. The project will also develop a comprehensive national fisheries research agenda; upgrade research planning, implementation, and management; and undertake several policy studies relating to, e.g., public vs. private investment, market structure, ocean freight rates, and coral reef management. M.Sc. or Ph.D. training abroad will be provided to 20 staff members of participating institutes and universities; some long-term in-country training may also be funded. Short (2-6 weeks) in-country courses in research and management will be provided to project participants and fisheries extension staff. The project will also fund: 6 years of long-term and 68 months of short-term TA; two new research facilities (a 50-acre site in Sumatra and a small facility at UNHAS); and additional ponds at IPB.
