In February 1989, the Water and Sanitation for Health (WASH) Project received a request for assistance from the U.S. Agency for International Development (USAID) Mission to the Republic of Zaire regarding operations and maintenance in rural water supply (RWS). This report contains the findings of the first phase of what is projected to be at least a three-phase assignment.
