Understanding and Reducing the Risks of Climate Change for Transboundary Waters
This report outlines some of the risks that climate change poses to transboundary water agreements. In the following sections, the Pacific Institute defines the extent and general characteristics of transboundary rivers and aquifers and describe some of the institutional structures that have been developed to manage them, including both international guidelines and specific transboundary agreements. This document provides a brief overview of the current understanding of climate change, focusing on potential impacts of water resources in order to analyze how transboundary water management could better adapt to and incorporate climate change impacts. Four case studies are provided to demonstrate the range of potential impacts of climate change and degree of integration into transboundary water management. Finally this document concludes with a series of recommendations to reduce the risks that climate change poses to transboundary water resources.
