Fresh Water Fisheries Development
EVALUATES PROJECT TO ESTABLISH A VIABLE MODEL FOR INCREASING TROUT PRODUCTION IN PERU DURING 1978. EVAL CONDUCTED THROUGGH REVIEW OF PROJECT REPORTS, ONSITE VISITS, AND DISCUSSIONS WITH BENEFICIARIES AND COUNTERPART OFFICIALS CONCLUDES THAT THE PROJECT IS NOT ON SCHEDULE. LACK OF COORDINATION AND INADEQUATE SUPERVISION BY THE PERUVIAN COUNTERPART ARE SEEN AS THE MAJOR PROBLEMS AFFECTING ALL ACTIVITIES UNDER THE PROJECT. IN ADDITION, A HIGH RATE OF INFLATION HAS CAUSED PRICES OF MATERIALS AND SERVICES TO RISE CONSIDERABLY, MAKING SOME MATERIALS UNAVAILABLE, CAUSING DELAYS IN IMPLEMENTATION. NEED FOR ADDITIONAL FUNDING IS DEEMED LIKELY. OF THE 5 MAJOR SUB-PROJECTS, THE PELLET PLANT HAS BEEN COMPLETED AND THE HUAREZ HATCHERY IMPROVEMENTS HAVE BEEN INITIATED. CONSTRUCTION ON THE HUASHAD FISH FARM, WHICH WAS TO BE COMPLETED IN APRIL, BEGAN IN JUNE WITH DELAYS ATTRIBUTABLE TO LACK OF SITE SUPERVISION BY PROJECT PERSONNEL AND DIFFICULTY IN ACQUIRING BUILDING MATERIALS. NO PROGRESS HAS BEEN MADE ON THE ACOPALCA FACILITY, WITH DELAYS ATTRIBUTABLE TO LACK OF DELIVERY OF FOOD TO CAMPESINOS IN PAYMENT FOR WORK. THE PROBLEM HAS BEEN SOLVED AND NO FURTHER DELAYS ARE EXPECTED. NO CIVIL CONSTRUCTION HAS BEEN STARTED AT EITHER LAKE, BUT RESEARCH ACTIVITIES ARE UNDERWAY. TRAINING OF COMMUNITY TECHNICIANS BEGAN WITH 2 TRAINEES FROM EACH COMMUNITY GOING TO HUAREZ FOR ON-THE-JOB TRAINING FOR A ONE TO TWO MONTH PERIOD. HOWEVER, BECAUSE OF A PROBLEM IN LOCATING APPROPRIATE MS CANDIDATES, TRAINING WILL BE STARTED LATER THAN PLANNED. RECOMMENDS A MORE CAREFUL EXAMINATION OF TECHNICAL AND ADMINISTRATIVE CAPABILITIES OF GOP PERSONNEL BEFORE FUTURE PROJECT APPROVAL IS GIVEN. INCORPORATION OF A TRAINING PHASE INTO FUTURE PROJECTS IS SEEN DESIRABLE. EVALUATOR RECOMMENDS CHANGE IN IMPLEMENTATION PLAN.
