Environmental Sanitation and Protection Project
Evaluates project to test options for improving environmental sanitation in Botswana. Evaluation covers the period 1/80-12/81 and is based on document review, onsite interviews with project functionaries and beneficiaries, and field visits. The project has not progressed as planned. Due to poor management and inadequate attention to fieldwork, only 16 of 18 planned prototype latrines have been constructed (35% private, 65% public), and none are finished yet. Also, construction has not been coordinated with the media campaign, which was inaugurated prematurely, and there has been difficulty in using non-traditional construction materials. Villagers' initial reaction to the latrines has been favorable, non-prototype units are being built in two villages, and cost data indicate the latrines will be affordable; however, it is unlikely that the goal of constructing 900 latrines will be attained since there are only 650 households in the area which lack latrines. Moreover, it is difficult to estimate use of the present latrines. Under the refuse disposal campaign, 300 rubbish pits, representing 40% of households, have been excavated and are being used. Alternate uses of refuse (e.g., metal, ash) should be explored. Print materials have been drafted for all core areas and the use of various media for health promotion has been explored, but there appears to be no systematic plan for distribution of materials or organization of the education/construction process. Final and tested booklets, flipcharts, and posters are available on refuse disposal and personal hygiene. Two latrine construction booklets were distributed without testing and may need to be tested. Promotional materials on latrine construction and use and on safe water are being revised. All materials are expected to be retested by 1/82. Additional materials may need to be developed on refuse pits and latrine use and maintenance. The evaluators conclude that the project's prognosis is good if the 37 recommendations contained herein are followed.
