During February 1992, the WASH project provided technical assistance to CARE-Guatemala to develop a simple monitoring system for assessment and improvement of its water and sanitation program, with a special focus on health education. This effort resulted in a ground-breaking technical approach which has several important features: an emphasis on behavioral indicators and quality assurance strategies, and use of a participatory approach in system design.
