Connecting the Drops: An Indus Basin Roadmap for Cross-Border Water Research, Data Sharing, and Policy Coordination
To help build mutual awareness and understanding between India and Pakistan of the common water
resource challenges they confront in the Indus Basin, the Stimson Center, the Sustainable Development
Policy Institute (SDPI), and the Observer Research Foundation (ORF) partnered to assemble an Indus
Basin Working Group. Connecting the Drops: An Indus Basin Roadmap for Cross-Border Water Research, Data Sharing, and Policy Coordination contains the results of the Working Group’s deliberations. In its first section, the Roadmap details the manifold socio-economic and environmental stresses on Indus Basin water resources, tracing their potential ramifications and elucidating the resultant looming policy challenges. In the following sections, the Roadmap presents a menu of practical steps to bolster Indian and Pakistani capacities to measure, evaluate, and address increasing pressures on the Indus Basin waters. It provides specific recommendations for priority research on water resources issues and offers programmatic orientations to guide future analyses and data sharing, technical exchange, and collaborative knowledge-building.
