This report covers the period July 1, 1974 through August 5, 1975, to provide a logical sequence of events in the growth of the development phase of the University's "specialized competency related to the develop'ment and utilization of marine resources, specially fisheries, in less developed nations" to quote the original 1969 purpose of the 211(d) grant. During this period URI completed the transition from its former broadly-based development approach to marine resource problems to "a new approach and focus in the area of artisan fishing and aquaculture," to quote the purpose of the 1974 grant supplement and extension. Stated otherwise, it was a transition from the development phase to the utilization phase.
