Aid Grant No. Aid/Asia/G-1198 to Cooperative American Relief Everywhere (CARE) to Establish Potable Water Systems in a Minimum of Six Korean Villages
Grant is provided CARE to develop replicable integrated potable water systems for low-income residents in large Korean towns. CARE will construct the systems in nine towns chosen with the aid of County and Provincial Governments. Each system will consist of a pumping station, filtration and automatic chlorination units, a holding tank, and a distribution system. to participate, towns will be required to have 5-10,000 residents and a year-round water source which can be feasibly developed. a sanitary survey will measure the water's turbidity, color, threshold odor, and bacteriological/chemical levels. The Government of Korea (GOK) will appoint an engineer to draw up blueprints and specify material and equipment needs. a construction contract will be awarded to the lowest of at least three bidders. CARE and the GOK engineer will supervise construction, approve any changes, and examine the final system. Upon completion of construction in 4-6 months, CARE will certify that the system is functioning properly and will turn over responsibility for operation and maintenance to the respective County Government (CG). CARE will monitor CG performance for 2 years to ensure that the system operates a minimum of 12 hours daily. Any down time exceeding 48 hours will be reported to CARE. The CG will bear operating costs, but households electing to join will be required to pay connection costs, purchase a water meter, and pay a monthly fee to offset electricity, maintenance, and salary costs. Once all systems are in place, CARE will provide a health care educator and printed instructional materials for one year of monthly community meetings. Participants will be taught the value of potable water, the importance of proper household and environmental sanitation, and the connection between water quality and health. The health educator will also instruct 15,000 mothers per month through CARE's Family Planning and Nutrition Education Program and develop awareness among children through school programs. Simultaneously, Water Committees will be established to support, induce, and encourage continued community participation.
