The overall purpose of this report is: -To assist CIEH in future planning efforts in water resource development -To provide other regional and national organizations in the Savanna with a framework for their planning -To alert national policy and decision makers to the potential of the Region, the need for regional cooperation to insure efficient use of the resource base, and the apparent benefits of such cooperation -To help direct investments by interested donor organizations and countries to those sectors where such assistance can be most effective.
