A workshop to discuss and resolve eight previously identified problem areas was held from 6/6-6/10/83 for 25 central- and regional-level managers of Sri Lanka's National Water Supply and Drainage Board (NWSDB). The workshop, reported on herein, was rated 8.6 on a 10-point scale by participants and was successful in meeting its objectives: 49 procedural items were clarified; 11 job descriptions were written and 23 others identified for follow-up work; hiring and decision-making procedures were adopted; a detailed plan for information storage, maintenance, and retrieval was developed; field workers' roles were defined; a pilot maintenance management system was extended to all NWSDB regions; and procedures to improve the flow of spare parts were adopted, as were recommendations to increase public participation. The workshop also established the team-building, problem-solving workshop as a useful tool for project development and provided data for a proposed USAID/SL institution-building project. USAID/SL's pursuit of the latter, its implementation of a short-term action plan (detailed herein) for institutional development, and an NWSDB follow-up conference are recommended. Appendices include the workshop's needs assessment instrument and results, as well as its interview format and evaluation form. A supplement lists written materials resulting from the workshop.
