Preparation of a National Rural Water Supply and Sanitation Plan in Zaire
A Water and Sanitation for Health (WASH) consultant team visited Zaire in April 1986 to review the draft plan for the rural water and sanitation (WS) subsector prepared by a subcommittee of the National Action Committee for Water and Sanitation (CNAEA). The team concluded that: (1) although the plan was incomplete, the subcommittee's overall progress has been commendable; (2) a permanent unit should be established to undertake national planning; (3) the United Nations organizations concerned with rural WS should more actively support the development of a national plan; (4) A.I.D. personnel should continue to participate in the CNAEA subcommittee's work; and (5) the subcommittee should be cognizant of the need to integrate health issues and education with WS activities (e.g., on the model of project 6600086, Basic Rural Health Project). The report also discusses WASH participation in WS planning in Zaire, the status of the plan, and issues left unresolved by the draft, and provides several recommendations for CNAEA and A.I.D. A French-language appendix provides WASH comments on the draft plan.
