This paper evaluates the information, education, and communication (IEC) component of the Niassa Rural Water and Sanitation Project implemented by Medical Care Development International (MCDI) in Cuamba, Niassa Province, Mozambique. Interim evaluation covers the period 10/93-12/95. The IEC component has improved people's knowledge about potable water, and the eight project-trained extension workers/animators have increased beneficiaries' awareness of the benefits and responsibilities of having pumped water in their communities. In addition, the project supported the Lichinga offices of the Maputo-based NGO known as Casa Velha, which has been provided funding by the project to create many effective and innovative IEC materials. To address concerns raised during the 12/94 mid-term evaluation, the project enhanced its efforts to (1) develop IEC materials that are based on the findings from knowledge, attitudes, and practices (KAP) surveys and that emphasize the relationship between behavioral change and disease control; and (2) provide continued on-the-job training to animators on using the new materials as well as in monitoring and support functions. However, the potential impact of these corrective measures has been constrained by (1) the fact that little time was available for training the animators, who were responsible for both training beneficiaries and organizing their labor contributions to water point construction; (2) the fact that about a third of the wells constructed under the project were completed only during the last few months of 1995; (3) delays in receiving the basic materials from which IEC materials were produced.
